Proclamation of Court Reform

Let it be known throughout the Domain of Savannah that, as of this night, the structure of our Court shall be reformed in the interest of efficiency, accountability, and survival. The nights grow darker. The enemies we face grow bolder. In such times, we do not afford the luxury of tradition for tradition’s sake. We must build something that functions, something that endures. To that end, I am establishing a new structure for the governance of our city. One that is leaner, more responsive, and built to serve not just power, but purpose.

The Primogen Council shall remain as my personal advisory body, composed of the Clan heads of Savannah. They will no longer serve as intermediaries for power, but instead as counselors. All positions within the Court will now report directly to me, without the former layers of bureaucracy that served only to delay action and dull authority. However, I am not a tyrant, and no rule should exist without restraint. Therefore, I grant the Primogen Council the authority, through a majority vote, to veto any decree issued by the Prince. This serves as a necessary check, a balancing force within our governance. I will lead, but I will not do so unchecked.

One of the more significant changes will be the reassignment of the Hound. Formerly a private tool of the Prince—an assassin cloaked in secrecy—the Hound will now operate as an instrument of justice under the direct command of the Sheriff. This ensures their work is not for personal vendettas, but the protection and stability of the city. The Hound is to root out threats from within, not eliminate rivals under royal command. Justice must be quiet, swift, and rooted in duty—not in spectacle or fear. To aid them, a new rank—Fox—will serve as their apprentice and assistant, trained in discretion and discernment.
