Let it be known throughout the Domain of Savannah that, as of this night, the formal restrictions placed upon Ghouls regarding City Status are hereby lifted.

For too long, the Ghouled have been treated as lesser—tools to be used, shadows to be ignored—regardless of merit, loyalty, or contribution. This practice is neither sustainable nor just. In an age where we face complex threats and demand precision from all who serve, we can no longer afford to sideline capable hands simply because they are not yet dead.

From this night forward, Ghouls may earn recognition, responsibility, and standing within the city commensurate with their actions. Their ability to rise will no longer be arbitrarily capped by their condition, but measured by their conduct.

This shift is not an invitation for chaos in all corners. The autonomy to govern such advancement lies with each Clan Head and Covenant Leader. Within their respective structures, they may set the expectations, criteria, and ceilings as they deem fit. Authority is best kept close to those who understand the needs of their own.

As Grandfather of Clan Mekhet, I declare openly that no restriction shall be placed upon the Ghouls of my Family. Those who serve in shadow, who listen, watch, protect, and endure, shall be given the opportunity to rise—should they prove themselves worthy.

As Bishop and defacto leader of the Lancea et Sanctum, I am similarly removing restrictions for Ghouls to advance their dedication.

Let this stand not only as policy, but as precedent. We will build a Court that sees clearly, and rewards wisely.
